The Proposals


Rainier Developments is bringing forward plans for up to 80 high-quality new homes, with 40% delivered as affordable housing to help meet local needs. The proposals also include attractive public open spaces throughout the site, the planting of new hedgerows and landscaping, and land set aside for a small community facility or shop.

Access to the site is proposed via London Road, providing easy access into the town to the west. Up to 32 affordable homes will be provided, including homes that are social rented, affordable rented, or intermediate housing, such as shared ownership or rent to buy.

This Outline Planning Application seeks to establish the principle of development and details of the main point of access to the site. Other detailed matters such as the layout, design, and appearance of the new homes will come forward as part of a future Reserved Matters application, if outline permission is granted.

Fairford is a well serviced and sustainably located market town and one of the largest settlements in Cotswold District. The town has a good range of community facilities and services which mean that it is a suitable location for new development.

The site benefits from being within walking distance of many of the town’s services and facilities, whilst nearby villages are accessible within a reasonable cycling distance.

The inclusion of land for a small community shop or other community facility will cater for the day-to-day needs of new and existing nearby residents, further bolstering the offer in the area.

Landscape-led design


The proposed site layout has been designed to respect and integrate with the edge of Fairford, creating an attractive welcome to the town. New and enhanced boundary planting will provide natural screening, minimising any visual impact of the site from the main roads.

Existing trees and hedgerows will be retained and enhanced, with additional native planting ensuring connected habitats across the site. Public open space, including areas for wildflower planting and attenuation basins, will provide opportunities for recreational routes and pedestrian connections to the surrounding area. New play areas within the development will provide outdoor spaces for new and existing residents to socialise and relax.

Vehicular access to the site will be from London Road, with the development designed to encourage sustainable travel. New walking and cycling routes will connect seamlessly with the surrounding footpath network, making it easy and safe to reach local shops, schools, and services. These links will also open up access to the wider Public Rights of Way network, perfect for enjoying the local countryside.

Proposed homes

  • Affordable homes are homes made available via a registered housing provider for social rent, affordable rent, or intermediate housing, such as shared ownership or rent to buy. The proposed development would deliver 40% affordable housing, up to 32 affordable homes in total.

  • An outline Planning Application seeks to establish the principle of development and details of the main point of access to the site. Other detailed matters such as the design of the new homes would come forward at a later stage, however material choices and design references would reflect the character of the surrounding area.

  • Cotswold District Council is not currently meeting its local housing needs meaning that there is a need for sustainable sites to come forward in the short term to help the Council meet the shortfall.

  • A range of house types, sizes and tenures will be delivered to accommodate a variety of household types and meet local needs in line with policy requirements.

    The final housing mix will be determined at Reserved Matters Stage.

Detail of proposals

  • Existing trees and hedgerows would be retained and enhanced with additional planting, including wildflower planting, attenuation basins and green, open spaces.  New play areas will also be integrated to provide outdoor spaces for new and existing residents to socialise and relax.

Highways

  • The site will be served by access from London Road.

  • A Transport Assessment will be undertaken to assess the likely impact of the proposed development on the surrounding network and will be submitted as part of the planning application.

  • The site is accessible – with links to existing facilities available via walking, cycling, and public transport options. New walking and cycling routes within the site will connect with the existing network to reduce reliance on private car journeys.

    A travel plan will also be provided as part of the application process to encourage new residents to use sustainable modes of travel.

    Notwithstanding this, private car trips generated by the development will have a limited impact on the surrounding road network in line with local and national policy requirements. Further information will be available within the Transport Assessment as part of the planning application.

Delivery

  • We hope to submit a planning application later this year, following consideration of the comments received during the public consultation.

  • Subject to outline planning approval being granted, Reserved Matters application(s) would have to be submitted and approved prior to the construction process commencing. It is still too early to say how long construction would take.

  • A Construction Management Plan will be put in place to manage things such as this. This would be secured by condition on the application and will be implemented during the construction phase of development
